apibrėžtis Parlamento narių, paprastai opozicijos atstovų, piktnaudžiavimas savo teisėmis ir procedūrinėmis galimybėmis, sąmoningas elgesys ir pasirinkta veiklos taktika siekiant sutrikdyti parlamente vykstančias diskusijas, į darbotvarkę įtrauktų klausimų svarstymą ir sprendimų priėmimą. Dalyvavimas diskusijose, galimybės pasisakyti ir tokiu būdu pareikšti savo nuomonę yra neatimamos tautos atstovo teisės visuose demokratiškuose parlamentuose. Bet šios teisės neturi trukdyti parlamento darbui, todėl, siekiant pažaboti parlamentinę obstrukciją ir užtikrinti normalų parlamento funkcionavimą, parlamento darbo reglamentuose būna numatytos įvairios specialios procedūrinės normos, drausminančios ir leidžiančios kontroliuoti parlamento narių elgesį. Pvz., taikant diskusijų užbaigimo (angl. closure) procedūrą, svarstomu klausimu parlamente vykstančios diskusijos turi būti nutrauktos, jei pritaria tam tikras skaičius parlamento narių (JAV, D. Britanija).
